Yes. I hadn’t thought of that but I think that’s exactly it. I think they’re possibly approaches to reaching a larger goal (unstated? Or understated) and are assumed to work when they don’t necessarily (partly because the terms themselves are problematic, though). Thinking of affirmative action, i think i have read that it reproduces privilege for the more privileged people of color, rather than helping the poorer POCs, for example.
